SSDI is a benefit you already paid for through Social Security taxes on every paycheck. If a medical condition now keeps you from working, you may be owed a monthly payment based on your work history, not the severity of your condition. It is federal, so the rules are the same in New York as everywhere else.

Frequently asked questions
Does SSDI approval lead to other benefits in New York?
Yes. After 24 months on SSDI, you become eligible for Medicare regardless of age. New York expanded Medicaid, so many people also qualify for New York Medicaid coverage in the meantime.
How long does SSDI take in New York?
New York processes initial claims through its Disability Determination Services. An initial decision typically takes 3 to 6 months, with appeals taking a year or more if needed. The earlier you apply, the more back pay you may receive.
Can I work while applying?
Yes, as long as you stay under the SSA's monthly limit for substantial gainful activity. Going over that signals to the SSA that you're able to do substantial work.

SSI is monthly cash for people who are struggling to get by. You can qualify if you're disabled, blind, or 65 or older, and have very little income and few assets. Unlike SSDI, you don't need a work history, it's based on need. New York is more generous than most states: it adds a state supplement on top of the federal payment, and getting SSI also opens the door to Medicaid.

Frequently asked questions
Does New York add to my SSI payment?
Yes. New York pays a State Supplement (SSP) on top of the federal benefit. It has been run by the state's Office of Temporary and Disability Assistance, not the Social Security Administration, since 2014. Someone living alone gets an extra $87 a month, bringing the total to $1,081 in 2026; the amount is lower if you live with others or higher in congregate care.
Will I get Medicaid with SSI in New York?
Yes. New York is a 1634 state, so SSI approval automatically enrolls you in Medicaid. No separate application is needed.
Can I receive both SSI and SSDI?
Yes. If your SSDI payment is low, SSI can top it up to the combined federal and state maximum. This is called a concurrent claim.

Frequently asked questions
What veterans property-tax breaks does New York offer?
New York has three exemptions: the Alternative Veterans exemption (a percentage cut in assessed value for wartime and combat service, plus extra for a service-connected disability), the Cold War Veterans exemption, and the older Eligible Funds exemption. A new law also creates a full property-tax exemption for veterans rated 100% service-connected disabled, applying to assessment rolls dated on or after October 1, 2026. Check with your local assessor, since municipalities set the maximum caps.
What's the difference between VA disability and a VA pension?
Disability compensation is based on a service-connected condition and is not income-based. A VA pension is a needs-based benefit for low-income wartime veterans. You apply for them differently.
Does a higher disability rating unlock more in New York?
Yes. A higher VA rating increases your monthly federal payment and adds to your New York property-tax exemption, since disabled veterans get an extra reduction equal to half their disability rating.

What's the difference between Medicare and Medicaid in New York?
Medicare is federal coverage based mainly on age or disability. Medicaid, in New York just called Medicaid, is based on income. Some New Yorkers qualify for both and get help paying Medicare costs through a Medicare Savings Program.
Can I get help paying for prescriptions in New York?
Yes. New York's EPIC program helps older adults pay for prescription drugs on top of Medicare Part D. New York's free HIICAP counselors can also screen you for EPIC, Extra Help, and Medicare Savings Programs.

Frequently asked questions
How fast must a New York school act on my request?
After you give written consent, the district has 60 calendar days to complete the evaluation, then must have services in place within 60 school days of consent. New York City runs on tighter 30-school-day sub-timelines under the Jose P. consent decree.
What's the difference between an IEP and a 504 plan?
An IEP provides specialized instruction and services under IDEA for a child who needs special education. A 504 plan provides accommodations, like extra time, for a child who has a disability but does not need specialized instruction.
What does an education advocate do?
An education advocate helps you understand your child's rights, prepares with you before meetings, joins your CSE meetings, and pushes back when the school offers less than the law requires.

Do I apply through HealthCare.gov in New York?
No. New York runs its own marketplace, NY State of Health. That is where you apply for Medicaid, Child Health Plus, the Essential Plan, and subsidized private plans, all in one application.
What's Child Health Plus?
Child Health Plus is New York's health coverage for children whose family income is too high for Medicaid, up to 400% of the poverty level. It is free below about 222% FPL and has low monthly premiums above that.
Do I have to work to keep Medicaid in New York?
A federal law (H.R.1) directs states to add work requirements for many expansion adults starting in 2027, with more frequent eligibility checks beginning late 2026. Watch for notices from NY State of Health and respond promptly to avoid a coverage gap.

Frequently asked questions
Does New York have a higher income limit than other states?
Yes. Through Broad-Based Categorical Eligibility, New York raises the gross income limit above the federal 130%, to 150% of the poverty level for most working families and up to 200% for households with a child or an elderly or disabled member. There is no asset limit for most households.
How is SNAP different from Temporary Assistance?
SNAP can only be used to buy food. Temporary Assistance is a cash benefit for broader household expenses. You can receive both, and Temporary Assistance recipients qualify for SNAP automatically.
Can I use SNAP to buy groceries online in New York?
Yes. New York EBT cards work for online grocery orders at approved retailers, including Amazon, Walmart, and many local stores, alongside in-person shopping.

Frequently asked questions
Is HEAP the same as LIHEAP?
Yes. HEAP is simply New York's name for the federal Low Income Home Energy Assistance Program (LIHEAP). Some other states keep the LIHEAP name or use their own.
Can HEAP help in the summer too?
Yes. Beyond winter heating help, HEAP has a Cooling Assistance benefit toward an air conditioner or fan for eligible households, and a Heating Equipment Repair and Replacement benefit for homeowners.

No. New York runs its own marketplace, NY State of Health. It is the only place to get subsidized private coverage, and it checks you for Medicaid, Child Health Plus, and the Essential Plan in the same application.
What is the Essential Plan?
The Essential Plan is a New York program for adults who earn a little too much for Medicaid, up to 200% of the poverty level. It has no monthly premium, no deductible, and covers comprehensive benefits including dental and vision. About 1.7 million New Yorkers were enrolled in early 2026.
Is the Essential Plan changing in 2026?
Yes. Because of a federal funding change (H.R.1), the higher Essential Plan tier for people earning 200% to 250% of the poverty level ends July 1, 2026. Affected enrollees are moved to subsidized marketplace plans, and NY State of Health notifies them directly.

Frequently asked questions
What happens after the 60-month limit in New York?
Unlike most states, New York does not end cash help at the federal 60-month limit. Families who remain eligible move from Family Assistance to state-funded Safety Net Assistance, so support can continue.
What's the difference between Family Assistance and Safety Net Assistance?
Family Assistance serves families with a minor child and is funded largely through federal TANF dollars, with a 60-month lifetime cap. Safety Net Assistance is state-funded and serves single adults, childless couples, and families past that cap.
How much is the cash grant?
It depends on your county, household size, and shelter costs. The grant has a statewide basic portion plus a local shelter allowance, and total grants fall below 50% of the federal poverty level in every county.

Do I have to owe taxes to get the EITC?

Frequently asked questions
What is the Empire State Child Credit?

Yes. The credit is refundable and there is no minimum income to qualify. If you have little or no income and owe no tax, you can still receive the full credit as a refund, but you must file a New York State return.
Will these credits affect my other benefits?
No. New York confirms that receiving the Empire State Child Credit does not affect Medicaid, SNAP, SSI, cash assistance, or housing assistance, and a saved refund is protected from asset limits for 12 months.

Frequently asked questions
How much can I earn and still qualify in New York?
New York raised the income limit to 85% of the State Median Income, about $113,567 a year for a family of four for the 2025-2026 period. That is higher than in many states, so more working families qualify.
